On April 28th, the National Energy Administration held a press conference to release the energy situation in the first quarter, the grid connection and operation of renewable energy in the first quarter, and interpret the “Notice of the National Energy Administration on Several Measures to Promote the Development of Private Economy in the Energy Field”. Pan Huimin, deputy director of the Department of New Energy and Renewable Energy, said that in the first quarter of 2025, the newly added installed capacity of renewable energy across the country reached 76.75 million kilowatts, up 21% year-on-year, accounting for about 90% of the newly added installed capacity. Among them, 2.13 million kilowatts were newly added to hydropower, 14.62 million kilowatts to wind power, 59.71 million kilowatts to solar power, and 290,000 kilowatts to biomass power.

In terms of photovoltaic power, in the first quarter of 2025, the country added 59.71 million kilowatts of photovoltaic power to the grid, including 23.41 million kilowatts of centralized photovoltaic power and 36.31 million kilowatts of distributed photovoltaic power. By the end of March 2025, the national installed capacity of photovoltaic power generation had reached 945 million kilowatts, increasing by 43.4% year-on-year. Among them, centralized photovoltaic power generation was 534 million kilowatts and distributed photovoltaic power generation was 411 million kilowatts. In the first quarter of 2025, the cumulative photovoltaic power generation across the country reached 232.8 billion kilowatt-hours, increasing by 43.9% year-on-year, and the national photovoltaic power generation utilization rate was 93.6%.

In terms of wind power, in the first quarter of 2025, the newly added grid-connected capacity of wind power across the country was 14.62 million kilowatts, including 13.64 million kilowatts of onshore wind power and 980,000 kilowatts of offshore wind power. As of the end of March 2025, the cumulative grid-connected capacity of wind power across the country reached 535 million kilowatts, increasing by 17.2% year-on-year. Among them, onshore wind power was 493 million kilowatts and offshore wind power was 42.73 million kilowatts. In the first quarter of 2025, the cumulative wind power generation across the country reached 303.6 billion kilowatt-hours, increasing by 15.2% year-on-year, and the average utilization rate of wind power nationwide was 93.3%.

In terms of green certificates, the demand in the green certificate market has increased compared to the previous period, and the prices have also bottomed out and rebounded. The National Energy Administration will work with relevant departments. First, it will continue to strengthen communication and exchanges with RE100, and promote it to issue relevant technical guidelines for the purchase of green certificates in China, so as to better serve Chinese enterprises in purchasing green certificates. Second, strengthen exchanges and communication related to green certificates with major trading partners and accelerate the international mutual recognition of green certificates. Third, we will continue to do a good job in promoting green certificates, carry out various forms of policy introduction activities, answer questions and solve problems for enterprises when purchasing and using green certificates, and provide good services.

It should be noted that the “Notice of the National Energy Administration on Several Measures to Promote the Development of Private Economy in the Energy Sector” will be officially released today, supporting private enterprises to participate in nuclear power and invest in major energy projects such as hydropower, oil and gas reserve facilities, oil and gas pipelines, and large-scale “sand, land and wasteland” bases.

In addition, we will improve the market access system, promote the separation of transportation and sales of oil and gas pipeline networks, and guide private enterprises to enter the competitive links of the oil and gas market more conveniently. Optimize the licensing conditions and support private construction enterprises in actively participating in power grid construction. Strengthen the guarantee of elements and expand the service targets of “zero investment” for low-voltage power generation to private power-consuming enterprises with a capacity of 160 kilowatts or less. Strengthen the information disclosure of energy public service enterprises in power grids and oil and gas pipeline networks to better support investment decisions.
